Well, you can change the order as you wish as long as NIS is the first.

The customer behavior we are seeing is that they try to set the admin
password either from the nfxsh or from the BSD command prompt and the
passwd command immediately goes to NIS and hangs, when in fact we want
to change the passwd file locally.  Even 'passwd -l' does not honor the
'-l'ness and instead queries NIS.

There isn't one in the OpenBSD version (2.8) we are using. I don't think
we have anything comparable to it in functionality. Perhaps someone in
the protocols group can tell me if I am wrong about this assumption.
